Right, it was Humpty Dumpty from "Through the Looking Glass," not the Mad Hatter from "Alice's Adventures in Wonderland," who said words meants whatever he intended them to mean.

But Humpty Dumpty or the Mad Hatter, it is still true that while airlines may try to stop the buying/selling of awards, it does not constitute "fraud" in the legal sense of that word to buy/sell awards though the airlines prohibit it.
