If you don't have a passport and need to fly to the USA, you can still cross the border with a birth certificate and then hop aboard a intra USA flight. You still can enter a land crossing with a birth certificate...at least for now.

According to the article, the legality of this temporary workaround has been confirmed with the USA consul in Winnipeg in addition to the Border Protection Agency. It seems some Manitobans without a passport drive to Grand Forks ND to catch a flitght to ORD and beyond or even to MSP
