No and no.
If you're flying ECO seat assignment on inner-European hops on LH is always at check-in. If you're flying BUS you can usually reserve seats in advance.

Opps. I guess I left that part out. I'm flying C. I'm well versed with the fact that LH doesn't pre-assign seats in Y. Nevertheless, I was still told seat assignments for this segment are restricted to airport check-in. Any idea why?
