I take exception to your characterization of Rwanda as "god foresaken" [sic]. The genocide was 13 years ago and a lot of positive things are happening there now. It's stable, peaceful, safe, and the people are wonderful. The biggest challenge for Rwanda now is overcoming the prejudices of people who found about the genocide when the movie came out and think it's still going on, or have some general prejudice about Africa being "god foresaken" [sic]. Economic growth in Africa in general, and East Africa in particular, has been healthy for the past five or more years, and things are really looking up.

One thing they definitely want to do is have facilities up to international standards, and you can bet that if an Intercon in Hong Kong got bought by another chain, there would be no trace of the old name anywhere come the official handover day (Feb 1st, in this case). The last thing they need is people not holding them to high standards because they're "god foresaken" [sic]. If you don't believe me look up a few speeches by Paul Kagame, the current president. There was an article about him in the Economist last month.

What sort of "other priorities" did you have in mind? There are no roving armed gangs or mobs to keep out, and the hotel has a generator that automatically kicks in when the lights go out. There is the occasional senior government official walking through the lobby or attending a meeting at the conference center, but that's the business of running a hotel.
