Prmarily because once airside in this sterile part of the airport terminal they could have purchased Duty Free goods which would have to be accounted for. Silly minor thing, but still a factor given the structure of the new pier that allows a variety of non-domestic to non-domestic sterile transfer situations.

It does appear to be a Customs/Immigration issue just as much as AC not having a staffer meet the aircraft. A real question of how many Customs, AC and GTAA staff are on hand at 1/2am, particularly when all flights have been sent off by 11/midnight and nothing scheduled to arrive after midnight from outside the country.
