AF, for instance, interlines baggage with most non-LCC airlines, whether they belong to SkyTeam or not. This also seems to be true, unless I am mistaken, of most US legacy carriers. So, I would not make any assumption on AZ interlining baggage (or not) to BA. Although it is BA's policy not to interline baggage to AF, I have never had a problem interlining baggage from AF to BA.
AZ have no restrictions on interlining that I'm aware of - as long as the onward carrier is a member of IATA and has an interlining agreement with them, then no problem. BA has interlining agreements with most carriers but as a commercial policy has decided only to interline to non-Oneworld or partner carriers when the flights are on a single ticket.
