Well, I'd rather say that these newly introduced restrictions are driven by commercial motivations as well as cost cutting. Unless I am mistaken, BA's policy is one of the more restrictive. AF, for instance, interlines baggage with most non-LCC airlines, whether they belong to SkyTeam or not. This also seems to be true, unless I am mistaken, of most US legacy carriers. So, I would not make any assumption on AZ interlining baggage (or not) to BA. Although it is BA's policy not to interline baggage to AF, I have never had a problem interlining baggage from AF to BA.
