Apparently the cruise line had noted a lot of pilfering of items from the ships, presumably by departing passengers.
I would think that disgruntled crew are more likely suspects to have pilfered the list than passengers. I can't imagine any scenario in which a passenger could put his/her hands on a confidential passenger list.
