When I called the hotel directly yesterday and explained my situation, they said there was nothing they can do and said the room block was controled by some government department (tourism I think). When I called the Hilton Honors reservation desk, I was told the same thing. Both of them gave me the same phone number for a person who is on vacation for another week. I'll try calling her next week to get things worked out.
