That would be the best property in Kigali.

The next option would, in fact, be the Hotel des Milles Collines, which is the property from the story behind Hotel Rwanda. It does still operate as an international-style hotel -- which in Kigali means offers electricity and hot water without interruption.

My own pick would be the former IC Kigali, which also has consistent wifi...
