The guideline is that there must be a label on each item, stating it's 3.4 oz (or 100ml) or less on them.
Although there are conflicting reports on this (see above posts), it'll certainly be
easier for you to argue your case if the bottles are labeled with a size.
A bottle with an 8 oz label with clearly less than half remining will get confiscated too.
This is definitely correct IME.
Don't put shampoo into a mouthwash bottle, it'll get tossed too. If the bottle isn't transparent, yet has a label for 3.4 oz or less, then you can switch things out.
Maybe, maybe not. I get a lot of those tiny (often ~1 oz) hotel-size bottles (from hotels...where else) and re-use them with whatever I feel like carrying in them. These often don't have a label on them since it's the same bottle whether the hotel puts shampoo, conditioner, lotion, mouthwash, etc. in them. I have filled them with diverse liquid products, some of which are not things you can get from a hotel

, and never once had any problem.
