No restrictions on liquids leaving BKK on any of the flights I've taken around Asia. They introduced notices saying that they were banned back in August after the fun and games in the UK and then quietly dropped that restriction a few weeks later.

There are currency exchange facilities landside and airside. Landside, IIRC they're on the departure floor and arrivals floor (I've only used the ones at departures; they're near the entrance to the Immigration counters)
