Realistically you probably wouldn't get any WN credits if you didn't pay something for the base rate ... but you can always dream!
I'm certainly not complaining about taking a car, putting a 100 or so miles on it over the weekend I would have put on my own car, getting 1.0 WN credits, plus earning 1/15 of an unrestricted free rental day from Hertz (which is worth $60 or so) for $6 and change.
