I have stayed at both the Palace and the Fairmont many times, and would take the Palace in most cases (only exception are tower rooms at the Fairmont, which have amazing views). The Palace is in better condition, and its lower end rooms are nicer, IMO, than the lower end rooms at the Fairmont. Plus, for those staying regularly, the SPG program at the Palace is far superior to Fairmont's President's Club.
