Although not IC properties, this is my experience of email request.

As a Platinum member I did email the following hotels requesting an upgrade:

Holiday Inn London Heathrow – No Reply to Email, although upgraded at check in

Crown Plaza United Nations New York – Hotel replied with 24 hours, and upgraded at Check in.

Holiday Inn Atlantic City, no reply to email, and no upgrade at check in.
