I fly this route in F about 4 or 5 return a year.
I am not aware of any 'discount' F fares on SQ ex-BKK other than the fact that THB fares ex-BKK are pretty low compared to anything like ex-SIN or ex-NRT !.
The normal C class fare compared to normal F class fare on SQ BKK-SIN-BKK is some 8.000 baht. I think it is worth it as you get to have better catering, wines and of course dedicated check-in in SIN and F lounges in both SIN (SQ) and BKK (TG). Most flights are on regional 772 or 773 planes with the odd 747 but on a 2 1/2 hours flight the F seats more than adequate.
Another way of looking at it on this short strech is that you could probably fly 2 of you on Tiger or AirAsia for the 8k baht difference !
If I was not going SQ F I would try to go TG discounted C as I think it is better value than the normal C on SQ for such a short trip on regional planes.
