Yes, you're right; they are. Which is why driving without insurance (or cancelled insurance) carries a fine that is at least $1,500 (if not $2,500).
Recently, I was pulled over on 7th Avenue in front of Carnegie Hall by a couple of cops who seemed to be doing spot checks. Unfortunately for me, I forgot to replace my insurance card with the new one.
When the officer pointed out to me, "this is expired," I told him of my mistake and suggested, "Run the plate; you'll see the insurance is valid." He didn't bother and let me go.
