This was definitely being passed on as a BA policy. And there was definitely no such policy in operation for any of the other carriers using the airport this morning. And ba.com clearly says we're allowed 2 (for the time being) http://www.britishairways.com/travel...n/public/en_gb

So we're confused, staff are confused, everyone's confused. And this helps 10%?
