Actually if Shanghai is in a bedroom, then they'll have plenty of room. The Viewliner bedroom has the most storage space of any Amtrak sleeping compartment.
And the attendant should be able to spare some ice if they bring a small freezer. Just remember that the freezer would count towards the total carryon limit.
Otherwise I would agree with everything else that you stated.
It should also be noted that the problems aren't just in NY State. Norfolk Southern is also having problems further west on it's mainline. Here's their press release on the matter.
