It definitely is no longer 59 minutes. I returned a car on Feb 9 and had returned it 44 minutes over the 1-day (24 hour) rental period. I was thinking I was 15 minutes early! Furthemore, the charge for being over was something like $31.99. Ouch! I wasn't aware things had changed, but "gently" complained letting the agent know that in the month of February I will have a car out a total of 18 days...she was sympathetic and removed the charge.
