That is true, the EU has more stringent noise regulation. I know that a number of eastern European companies had to trade/write-off their DC-9 and B727 fleets because of this.
Whereas in the US NWA, for example, flies the DC9, and Fedex among others fly the B722.

Interesting! I thought for most things the US was the most strict, like with car emissions and such. I wonder why Europe cares about noise more.
