European noise restrictions?

I was under the impression that the US had some pretty severe noise restrictions in place (certainly in Boston this is an issue with local populations compalining incessantly about the noise - as if they could not conceptualize the fact that airplanes make noise before buying a house next to Logan). But I heard today from a friend that Europe has, by far, more stringent noise restrictions. Anyone have any thoughts on this? I suppose it is an empirical question really, but there might be variability within Europe (East vs. West) going on here.
