I just returned from a 5 night stay at the Westin and loved it. I used
http://www.romecabs.com/ from FCO to the Westin 45E for two. Our flight from FRA to FCO was delayed three hours but when we got into FCO the driver was right there to meet us. His English was excellent and gave us a quick tour on the way to the hotel.
As far as restaurants we loved:

Via Marche 64, tel: 06.482.1834. Closed Friday evenings and Saturdays.
Located on the street behind the Excelsior Hotel which sits on the Via Veneto. Family run and very elegant restaurant, the service is excellent and setting is very elegant. Traditional Roman dishes done with a bit of a flare. Expensive.
