Absolutely...and I wasn't intending to imply they should have ignored the alert. In the specific case I was thinking of at BUR, it is indeed normally done only in visual conditions, and ATC will warn the pilots that they may get a terrain alert. If you don't know that, then you should get the heck out of Dodge when the alarm sounds!
