I think this thread should be moved to a wider flyertalk forum, as it doesn't only concern the US Embassy in Japan but Embassies around the world.
I mentioned in the above post that this was the Adam Walsh law -- namely, Adam Walsh Child Protection and Safety Act of 2006.
