I am afraid, having flown Virgin Atlantic for over 20 years, and on the very first flights to Orlando in the 80s, that you are mistaken in your assessment.
You only have to take a look at the cabin, IFE and First Class proposition to see that this
is something VERY different, and a genuine threat to the complacent, protected and subsidised legacy majors.
The DoT (in the thrall of the lagacy carriers) would not go to such lengths to disrupt if it wasn't a threat:
