Why not drive to Cedar Rapids? It's closer than Moline or Waterloo. I guess it's hard to blame NW when they are servicing so many airports within an hours drive (or so) of your home. I'm sure they chose Dubuque by doing some driving distance math and choosing the airport that reduces driving times the most.
