Isn't the US Airways Chairman's Desk limited to their fourth tier - Chairman's Preferred?

Isn't the AA EXP Desk limited to their fourth tier - Executive Platinum (or something like that?)

Isn't UA UGS limited to their fourth tier - United Global Services?
