I checked a few different nights, so it was just the default times. Finally, I gave in and called the restaurant and made the reservation for 7 pm (my preferred time).

This happens a lot. I'd say about 1/3 of restaurants (at least) put only a limited number of tables on Open Table. Unfortunately, the website doesn't tell you when a restaurant is genuinely sold out or just holding back tables (probably because they'd prefer you choose an available restaurant).
