NRT has searched passports on buses entering for many years. A gaijin who spent a lot of time in Japan told me that when the gov't took the land for the airport by eminent domain, the local farmers caused quite a riot, and there was serious civil unrest for many years after. So they only wanted int'l passengers coming in and out, and not local troublemakers. Habits being habits, the practice continues to the present day.
