This has nothing to do with BAA. It's been many years since you could consider BAA an authority, they're just an operator of a few of the biggest airports in the UK they have to follow the rules set by the UK government.

BAA used to mean British Airports Authority, but it lost its meaning years ago, now it just refers to the noise you're supposed to make going through the checkpoint.
