No. That is the bonus for the points+points choice. When choosing points+points you get your original points the 50% more.

The double/triple promos are either targetted promos given randomly to certain HHonors members for a period of time or through specific hotel offering their own promo if you book into that promo.

As for the 250 extra points at Hampton Inn, when booking you must enter a specific code to get the bonus. I don't know the code off hand, however there is a recent thread on the subjuect that may term up additional information for you.
