If you want one and think it will work in this forum, then I would suggest starting the thread and see if people will come. For it to work, someone has to be willing to start and maintain the list, as well as, posters/travellers to use it.

bdschobel, our elustrious moderator, might be willing to make it a sticky, but I'd bet only if it shows enough traffic/use first. So get it started and lets see if we can get some posters in it.
