I have recently flown through BSL, ZRH, MUC and LHR in Europe. LHR is the only one with the "One bag" stipulation, which of course is enforced by the spotty kids who harass you before you get to the security check.
The new pastime in the lounges now seems to be repacking your bags once you have got air-side into the more convenient "one-plus-one" manner.
Any info would be very useful.
As I believe was mentioned in the thread you posted in on the BAEC forum, from May 2007 the 'one = one' extends to the whole of the EU under new regulations.

So yes, the rule is permanent (well, unless it changes at some point in the future!) and while at the moment it is just the UK it will affect the other airports you mention in due course.
