Here is the small print at Orbitz:

For tickets sold on or after 2/1/02, fares displayed do not include a $2.50 USD 'September 11th Security Fee' per flight segment (maximum charge per trip $5.00 USD one-way, $10.00 USD round-trip). A flight segment is defined as one takeoff and one landing.
