While I certainly knew the answer to this question - it's certainly not unreasonable to expect lounge access. Almost every non-US-based airline (including Air Canada) I know of gives lounge access to Business or First class customers in all situations - even a short shuttle flight. That's not the way things work in the US but its certainly not unreasoanble to think it might be a possibility.
