I would tend to agree with the competition argument. But there's no competition as long as the "markets" are separated: And the rental car thing discussed illustrates just that. There would be competition indeed if it were possible to register a car in one country and use it in another. The way frankvb describes it for the UK, there is no competition at all concerning road tax.
