No, I would not use that function for region two upgrades on ual.com. It is extremely spotty, and means nothing. If you are in W, you WILL be able to request an upgrade, but it may not confirm.
NC and I are both upgraded business codes. Y is coach, and C is Business.
I searched STANDARD award in Business class is available those flights, but SAVER in business is not available.
