It's all in what you are used to.
RCC--Those of us who travel through IAD frequently are working on writing to the RCC manager there when we have RCC issues that need to be addressed.
Dulles has added a number of restaurants and bars inside security, a definite improvement.
As to the moon buggies, the work on the rail system is underway.
United has added/is adding a number of new nonstops to Dulles (Rome, Beijing and more).
The premium security line added last year was a BIG improvement and it is the only premium security line in any of the three WAS airports.
There is no scary weather like flying through Chicago in winter.
As a local, I would like improvements in the long term parking including some competition.
I don't dread going to Dulles, I must either fly from Dulles or BWI (National is not convenient in a number of ways for me) so I try to have a positive outlook
