I'm not sure of your credentials but this seems like you don't understand some very very basic points about the HR/HCM function. Retention is a massive issue for companies. Failure to retain staff means you have to recruit them then train them up, whilst you've also got the opportunity cost of not having that vacancy filled at any single time. This is a massive expense and as I understand it can often cost well in excess of an individual's annual salary. It may not be perfect, but because of these massive costs you immediately have an inefficient market.
