I received this email from AA and had to think for a moment what trip they were talking about as I am making 6 r/t's on DL in the next few months. I then realized that they were talking about my families award travel trip to Germany via the UK.
If they are just transiting through LON then I dont believe that they will have to pay.
I actually think AA is doing a service to its PAX by emailing them to advise them of the changes. I certainly wouldnt expect, for example, an australian tourist who booked a return ticket to the UK in November 2006 for June 2007 to be across the intricacies of a minor change in UK tax rates and thus would be highly irate when asked to pay the tax before they flew home. This way the PAX can get irate in the comfort of their home office and be ready for the the charge when they get to the airport - rather than debating it at the airport.
