Sounds strange to me. As miikaa says most connections can be made outside China and if the demand is for smoother domestic transfers, why not choose Beijing for that trip then? My first impression of this says that if I want to go to Shanghai with SAS again I would have to re-check my luggage within China. That's a reason alone for me to never use SAS to Shanghai anymore.
