the answer is NO.

The only full service carrier in Canada is Air Canada, which is a founding member of Star Alliance.

Westjet is a discount carrier that has no affiliation with any full service airlines.

So if you fly within Canada, you have to choose either one of them (plus 1-2 other discount carriers).

Skyteam carriers only fly IN and OUT three major cities (Toronto, Montreal and Vancouver), and they do not have any feeder airlines within Canada.
