then its based on fare class for all the non-elite.

It gives preference to the high paying customer, then the most loyal customer and then based on how much you paid.
seems fair to me
I'm ok with a modified version of this:

1) If there's a premium cabin, paid (non-discounted) tix for that cabin get moved to the other flight first, by FF status, until all seats on the other flight are gone.

2) If there's no premium cabin (i.e., an RJ), pax connecting to/from non-discounted premium paid tix get first priority.

3) Full fare coach, sorted by elite status if a tiebreaker is needed. They only get coach seats, though.

4) Discounted premium cabin tickets, sorted by elite status if a tiebreaker is needed. [THEORY: they wanted the discount, took the restrictions, they shouldn't bump a full Y pax out of a Y seat, but should bump any discounted Y pax.]

5) Restricted/discounted coach seats, INCLUDING FF AWARDS, sorted by elite status.

6) Non-revs (in case it needs to be said).
