Baggage policies, printed in timetables, etc. are not legally-binding. If you want to find-out for certain, you will need to review SU's Contract of Carriage and the applicable Tariffs.
However, once again, SU neither invented such a rule, nor are they the only *S carrier that has it (as AZ's example shows). SU clearly acted on IATA's recommendation (just like AZ did), and, furthermore, chose to enforce this provision, which was certainly their prerogative ...
