Agree with the comments about the EU and Asian carriers, but not so much
about US.
To the OP: IIRC... the EK operates its call center out of DXB. In past
everytime I had called, I got a call center from DXB but mostly Indian
staff. I wouldn't be surprised if they have one in India now.
US based staff was largely useless. I didn't find them rude, but useless
for sure.
