No one should be surprised.

May I be cynical and suggest the whole purpose of building the new airport was not to serve the future aviation needs of Thailand. Rather, it was designed so corrupt politicians could line their pockets and dishonest contractors could make a killing. These goals have already been achieved. The new airport has exceeded all expectations.
