This is true and correct. I just did SQ SIN-BKK and CI BKK-TPE on two separate PNRs with my bag checked all the way through to TPE from SIN. Before the trip, both SQ and CI were informed of my different PNRs. Both were able to see my routing and acted accordingly in SIN and BKK.

This is also true. It's always a good idea to check beforehand with the airlines involved.
