I just can't believe that FAA rule really exists. Imagine having a tiny two year old in a seat by herself, even if next to a parent. Little kids could squirm out of that seat belt in a jiffy. If that really is the rule, is a special "car" seat required? provided? As would be the case in a car. I don't believe it.
