I know that there/were(?) are some airports that limit restaurants to the prices they charge in the nearby city - no gouging. I don't know that Dulles (IAD) is one of these, but I've found prices there generally good.
EWR is one of these, if you look carefully you'll see signs around advertising "same prices as outside" or something to that effect.
Unfortnately, due to the layout, there's not much room for restaurants so the options are somewhat limited....
